The Guiding Principles for Dual Language Education were developed as a tool to help dual language programs (two-way immersion, heritage language, foreign language immersion, or developmental bilingual programs) with planning and ongoing implementation. Grounded in evidence from research and best practices, the Guiding Principles address program issues in seven strands: Assessment and Accountability, Curriculum, Instruction, Staff Quality and Professional Development, Program Structure, Family and Community, and Support and Resources.

The Guiding Principles were based on the Framework of Best Practices for New Mexico Dual Language Programs and were adapted by a national panel of dual language experts and reviewers.

This document provides the most complete framework for the establishment and development of Dual Language programs.

Following a bold decision of the DLeNM Board of Directors, the organization decided it was finally time to “professionalize” the organization in an attempt to meet a growing number of requests from New Mexico Schools wanting to design and implement an effective dual language education program.

As their board retreat in June, board chairpersons, Lawrence Sanchez and Ruth Krtieman announced that the ED Search had been completed and that David Rogers would be DLeNM’s first full-time Executive Director.

Mr. Rogers is a 16 year veteran dual language educator, having served as a dual language classroom teacher, elementary school principal and advocate for dual language programs. He has served on several organizational boards that champion minority language issues including the National Association of Bilingual Education, the New Mexico Association of Bilingual Education and the New Mexico State Bilingual Advisory Committee.

Mr. Rogers state’s “My wish for education, is that all students have the opportunity to prepare themselves for a growing global society. A society that requires proficiency in more than one language, and the ability to function within and appreciate people from diverse cultural backgrounds”.
